OBBBA restricts immigrants’ access to health insurance, increases how often people must submit benefit renewal paperwork, and requires 19-to 64-year-olds to work or participate in training programs for 80 hours a month. While the first of these changes went into effect on October 1, 2026, most Medicaid changes won’t go into effect until 2027. Nearly 10,000 fewer Vermonters receive Medicaid since the law’s enactment, and more substantial losses are expected next year. This amounts to 6 percent of Vermonters enrolled in Medicaid, putting Vermont in the top third of states impacted by coverage losses. Medicaid enrollment has dropped to its lowest level in nearly a decade.
